How it uses Jev

When DECISION_MODEL=typesafe is selected, the original upstream agent asks Jev to choose an operation and a compatible observed target. The port defaults to local Laya, but retains this hosted Jev policy unchanged as an optional mode.

Why it is interesting

Separates narrow typed judgments from reusable browser rules and makes the policy switch explicit.
